Dog Walking Rules in Dubai

A dog walk in Dubai can be governed by several layers at once: federal requirements, Dubai-wide cleanliness rules, a master community’s policy, a building’s access procedure and the rules of the exact park or destination. This guide explains what is official, what varies and what to confirm before anyone collects the dog.

The short practical answer

Use a leash

UAE Federal Law No. 22 of 2016 requires dogs to be leashed with an appropriate collar when strolling or outside their shelter.

Remove waste

Dubai Municipality identifies failure to remove animal waste from public spaces as a public-cleanliness violation.

Check the exact place

A public park, protected area, community path and dedicated dog park are not interchangeable. Follow the operator’s current entry rules and signs.

Confirm access before pickup

Community permission does not automatically give a walker entry to a gate, tower, lobby, lift or apartment. Building procedures must be checked separately.

Layer 1

UAE-wide requirements: leash and control

Article 15 of UAE Federal Law No. 22 of 2016 states that dogs must be leashed while strolling or when taken outside their shelter, using an appropriate collar that allows control. The UAE Government’s official public guidance summarizes this as keeping dogs on a leash in public.

This is the baseline. It does not mean a leashed dog may enter every park, beach, building or private community facility. Permission to enter the exact destination is a separate question.

Dubai-wide cleanliness

The handler must remove the dog’s waste

Dubai Municipality’s Eltizam public-cleanliness material expressly lists failure by an animal keeper to remove animal waste from public spaces as a violation. For a walk, the practical consequence is simple: the person handling the dog should carry suitable bags, collect waste promptly and use an appropriate bin.

This guide does not quote a fine because the applicable enforcement instrument and circumstances should be checked from the current official source rather than copied from a commercial article.

Where can a dog be walked?

Do not treat every green space as a dog-permitted park

The leash requirement controls how a dog is handled; it does not grant access to every destination. Dubai contains municipality facilities, protected areas, private master communities, building grounds and dedicated dog parks. Each operator may publish entry conditions, and signage or temporary restrictions at the destination still matter.

For example, Dubai Municipality explicitly prohibits introducing pets into the protected areas covered by its visitor guidance. That is an official rule for those protected destinations—not evidence that every green space in Dubai follows the same policy. Before a walk, check the named place rather than relying on a generic online list.

Layer 2

Master-community rules add local detail

A master community can specify where dogs may go, when a facility opens, who may enter and how dogs must be handled. These policies sit alongside the UAE-wide baseline; they do not replace it.

Emirates Living

Emaar Community Management documents three fenced dog parks and instructs handlers to keep pets leashed outside them. Current resident access and park rules should be checked before a visit.

JLT

JLT’s official community information distinguishes its dedicated dog parks from the surrounding cluster and lakeside environment. Park entry, supervision and posted rules are different from a normal on-leash tower pickup and walk.

Dubai Hills Estate

Emaar’s Dubai Hills pet guidance requires leashes in common areas and tells handlers to bring a bag and remove waste. Current community and destination rules still need checking.

Dubai Sports City

Official community information describes paths, parks and residential areas, but those amenities should not be treated as universal permission for dogs. Confirm the exact building, route and destination rules.

Layer 3

Building and reception procedures are an access question

A community may permit on-leash dogs while an individual building still controls visitor registration, reception handover, permitted entrances, lifts, parking and access cards. These are property-management procedures, not a new Dubai-wide dog law.

StrideJoy’s practical guidance is to confirm the building name, usable entrance, reception or security process, handover point and return arrangement before the walk. Do not assume a walker already has access, and do not publish door codes or other sensitive access information on a public page. The Dubai apartment pickup guide provides the full preparation checklist.

Layer 4

A dog park is not the same as a neighbourhood walk

Normal neighbourhood walk

Usually starts at the confirmed pickup and remains on leash. Route access, heat, shared paths, building procedures and the individual dog still need consideration.

Dedicated dog-park visit

May involve eligibility, identification or vaccination conditions, opening times, separate leash rules outside the enclosure, social compatibility and active supervision. It must never be assumed from a normal walk request.

What to confirm before sending a walker

  • The exact building, tower, community, street or villa
  • Reception, gate, visitor, lift and handover procedures
  • Whether dogs are permitted on the intended route or destination
  • Current dog-park eligibility and rules, if a park is specifically requested
  • A secure collar or harness, leash and waste bags
  • Reactivity to dogs, cyclists, runners, crowds or confined entrances
  • Pulling, escape risk, health, mobility and heat sensitivity
  • The agreed return point and person receiving the dog

This checklist is practical StrideJoy guidance. It does not replace official rules, building instructions or professional legal advice. Recheck time-sensitive access and destination information before relying on it.

Request dog walking for an exact Dubai address

The Dubai dog-walking service page explains the current request and availability process. Submit the exact location and useful access notes; availability and the final arrangement are confirmed after review.
